Excellent human resources are results theory

But what can you do to increase the number of talented children?
What is excellence in the first place?
For example, if a person who earns 100 million or more annually is considered excellent, and everyone imitates that person, will the annual income be 100 million or more?
Can everyone be like Ichiro if they eat the same food as Ichiro and practice the same?
Excellent is a property with very uncertainties.
It depends on how you look at it.
It also depends on the values of society.

And who will benefit from the increased national power of talented people?
