Substantial Findings overview

1. Take the 2 Tracking devices from the Town Center or Al Sharim Pass dead drop.
2. Plant a tracker on top of the submarine in Hafid Port.
3. Plant a tracker on top of the submarine in the Ashika Island waterways.

This mission cannot be completed in one go as it requires going to Al Mazrah and Ashika Island.

To Ashika Island

Town center dead drop

Here is the location of the Town Center dead drop on Ashika Island.

Look for the town center gas station and science center.

It's not on the perimeter of the Science Center, but across the fence. (Science Center is visible on the right)

The dead drop contains a tracking device only when you select this mission.

Once you have the tracking device, head to the submarine in the waterway within Ashika Island.

Waterways submarine

Ashika Island's waterways are located in a large cave that extends underground from the sea.

There are three entrances to the canal. It's closer to Town Center and Port Ashika, but more difficult due to the large number of Shadow Company soldiers.

From the north entrance, you can proceed at your own pace.

The location of the submarine is roughly below Tsuki Castle, but it is difficult to explain on the map, so please refer to the image below.

As you go along the waterways, you will see an iron bridge that crosses the waterways.

Follow this iron bridge as a landmark.

A submarine is anchored near the iron bridge.

It floats on the surface of the water and can be seen immediately.

When you get close to the submarine's sail (the protruding place with the window), direction is displayed.

Eliminate enemies up to the submarine.

In my case, I took the method of defeating enemies one by one from the entrance of the waterways.

Some soldiers wear armor, so it's important to kill them as unnoticed as possible, or not over 1 on 1.

A Sniper Rifle or Marksman Rifle is useful.

The underground waterways are dark and foggy, so visibility is poor.

Replacing your spotter scope with a thermal will allow you to see enemies first, allowing you to kill them unnoticed.

Thermals may also be better for scopes on rifles.

You feel like you're in a bit of a campaign until you get to the submarine.

To Al Mazrah

Al Sharim Pass dead drop 

The tracking device is inside the dead drop of Al Sharim Pass.

I think it's better to approach from the south side to avoid enemy contact.

A few houses are visible on the sheer cliffs south of Al Sharim.

Climb the steps and go up the cobbled stairs.

You can go up with a ladder from the stone-paved stairs near the top.

There is a dead drop right in front of you after climbing this ladder.

It also contains mission tracker equipment.

Once you have the tracking device, head to Hafid Port.

Submarine in Hafid Port

Hafid Port's submarine is not in the water.

Located in a large warehouse in Hafid Port.

Coming down from Sattiq to Hafid Port, you will see a large warehouse near the tracks.

It is placed in the center of the warehouse, so you can see it as soon as you enter.

Please be careful as it is a building with cartel soldiers.

You can climb onto the submarine using the wooden boxes placed around it.

When approaching the submarine's sail, you will be prompted to Install Tracking Device.

By the way, the submarine with windows in the sail seems to be a very old type.
